Era of Standardized Prevention and Treatment for Chronic Respiratory Diseases Dawns, Full-Cycle Management Model Promoted Nationwide

Regions across China are actively advancing initiatives for the prevention and treatment of chronic respiratory diseases, establishing a full-cycle management model encompassing prevention, screening, diagnosis, treatment, and rehabilitation. This effort is creating new opportunities for the development of the respiratory health industry.

Since 2025, multiple provinces and cities have vigorously promoted the standardized prevention and treatment of chronic respiratory diseases. Jiangxi Province convened a promotion meeting for its chronic respiratory disease prevention and treatment initiative, dedicated to establishing a comprehensive management mechanism covering "prevention, screening, diagnosis, treatment, rehabilitation, and management."

In Shanghai, twelve departments jointly issued an implementation plan, clearly stating the goal of essentially establishing a prevention and treatment service system for chronic respiratory diseases by 2027, and achieving significant improvements in primary-level screening capacity and standardized management by 2030.

01 Policy Driving Continuous Improvement of Prevention and Treatment Systems

In recent years, the state has placed high importance on the prevention and treatment of chronic respiratory diseases. Thirteen departments, including the National Health Commission, jointly formulated the "Healthy China Initiative—Implementation Plan for Chronic Respiratory Disease Prevention and Treatment Action (2024-2030)," which explicitly outlines the goal of perfecting the prevention and treatment system by 2030.

Local regions have responded actively. Areas such as Ruicheng County have also developed specific work plans to further promote the prevention and treatment of chronic respiratory diseases.

02 Xiamen Model: A Paradigm of Full-Cycle Health Management

Xiamen City is at the forefront of chronic respiratory disease prevention and treatment in China, having established the "Xiamen Model" – a full-cycle health management system for COPD that covers the entire process from "prevention-screening-diagnosis and treatment-rehabilitation-follow-up."

According to Chen Lingling, Director of the Respiratory Department at Haicang Hospital Affiliated to Xiamen Medical College, the hospital innovatively proposed an integrated "hospital-community-family" COPD management model. This has formed a standardized management process integrating early screening, hierarchical diagnosis and treatment, rehabilitation management, and follow-up monitoring.

03 Technology Empowers Primary-Level Diagnostic Capabilities

Technology empowerment has become a key force in enhancing the primary-level diagnosis and treatment capacity for chronic respiratory diseases. Shenzhen Hospital of Southern Medical University launched a "Hospital-Wide Pulmonary Function Construction Center" project. This initiative establishes a new model centered on the respiratory department, supported by multi-disciplinary collaboration and driven by information systems.

This model aims to identify high-risk groups for COPD early, ensure timely diagnosis and standardized treatment for all patients who require screening, and effectively radiate and drive standardized and efficient practices across medical institutions at all levels within the region.

04 Rehabilitation Therapy Becomes a Critical Component

The role of respiratory rehabilitation in managing chronic respiratory diseases is becoming increasingly prominent. Implementation plans across various regions explicitly call for strengthening respiratory function assessment and exercise capacity evaluation, guiding patients in rehabilitation exercises such as respiratory muscle training and aerobic exercise.

Concurrently, providing respiratory support like home oxygen therapy and non-invasive ventilation, along with developing personalized comprehensive rehabilitation intervention plans and establishing respiratory rehabilitation standards, are emphasized for patients with chronic respiratory diseases.

05 Corporate Opportunity: Integrating into the Full-Cycle Management

With the deepening of chronic respiratory disease prevention and treatment efforts, medical device companies specializing in respiratory rehabilitation are encountering new development opportunities.
